A single-day job has a clear scheduling boundary: build the crew, dispatch the assignment, and respond to any changes that affect that shift.

Multi-day projects add another layer. A three-week highway widening job needs the right flaggers, on the right shifts, with the right certifications, without accidentally assigning someone elsewhere at the same time. An illness, approved day off, schedule change, or missing role-specific credential can leave a shift short if there is no relief plan.

This post walks through how to actually schedule a multi-day traffic control project — what to plan for, what breaks most systems, and how to keep the whole thing from falling apart on day three.

Start with the Job Requirements, Not the People

The instinct for most dispatchers is to open the calendar, find available flaggers, and assign them. For a multi-day project, that's backwards.

Start with what the job actually requires:

  • Shift pattern: Day shift only? Night shift? Split shifts? Rolling 12-hour rotations?
  • Certifications needed: Standard flagger certification? A specific rail or transit credential, such as TriMet Light Rail? Pilot car certification for escort work? TCS for a required supervisory role?
  • Crew size per shift: Two flaggers on a simple lane closure is different from a six-person crew on a full highway shutdown.
  • Customer- or project-specific requirements: Approved-worker lists, site orientation, documented training, or experience requirements may affect who can fill a particular role.
  • Duration and end date: A two-week project with a known end date schedules differently than an open-ended one.

Write these down before you assign a single name. The job requirements define the scheduling problem. The people are the solution, not the starting point.

Build a Stable Core Crew with Planned Relief

Consistency matters on a long project. A stable core crew learns the site, traffic control plan, access points, customer expectations, and daily routine. But relying on only that crew creates a coverage problem when someone is unavailable or the project schedule changes.

A practical staffing structure includes:

  • Core crew: The employees regularly assigned to the project, sized according to the traffic control plan, contract, shifts, and required roles.
  • Planned relief: Qualified employees assigned for scheduled days off, weekends, overlap periods, or known rotation needs.
  • Available backups: Employees who can cover an unexpected opening on a particular day or shift.

Relief and backup employees do not need every certification held by the entire core crew. They need the qualifications required for the role they may cover. Matching backups to roles makes the plan more realistic and avoids scrambling for a replacement who cannot perform the needed assignment.

Lock Down Certifications Before the Job Starts

For a multi-day project, do not wait until day four to discover that an employee's required certification expired. Review credentials before the project starts:

  1. List every certification required for the job
  2. Pull every flagger you plan to use — primary, secondary, and backup
  3. Verify each certification is current and won't expire during the project window
  4. Identify credentials that expire during or shortly after the planned project window so renewal or alternate coverage can be arranged if the schedule extends

A scheduling system may not know which credential a particular project or role requires. Build the review into the pre-job checklist, record exact custom certification types when requirements are agency- or customer-specific, and compare expiration dates against the dates each employee is expected to work.

Plan for Call-Outs Before They Happen

The longer a project runs, the more likely it is that illness, emergencies, approved time off, or other availability changes will affect the original crew plan. Relief coverage should be considered before the first shift, not after an opening appears.

Two things make call-out handling easier on a long project:

A live backup list. For each day of the project, know which backup flaggers are available. Not just "who could theoretically work" — who's actually free that specific day. If your primary crew goes down to four people because someone's sick, you should know within two minutes who you're calling first.

A documented coverage history. Record when an employee became unavailable and how the opening was filled. This gives dispatchers useful operational context while keeping attendance or disciplinary decisions within the company's policies and applicable requirements.

Handle Schedule Changes Without Losing Track

Multi-day projects almost always change mid-stream. The GC extends the job by a week. The DOT moves the shutdown window. Weather pushes everything back two days. A new traffic control plan requires an extra flagger per shift.

When changes come in, the worst thing you can do is try to update everything in your head or on a paper calendar. You'll miss someone. Someone will show up on the wrong day or not show up when they should.

The discipline is:

  1. Update the master schedule. Once the change and required coverage are confirmed, make the schedule the authoritative version before sending revised assignment details.
  2. Identify everyone affected. Who was scheduled on days that changed? Who needs to be added or removed?
  3. Communicate the change explicitly. Don't assume people will notice the update. Send a clear message: "Your Thursday assignment moved to Friday. Same job, same time, new day."
  4. Confirm receipt. For multi-day changes, don't just send a text and hope. Get a confirmation that the flagger acknowledged the change.

Keep a Clean Record of the Whole Project

When the project wraps, you should be able to review the scheduling record: who was assigned to each shift, which assignments changed, who became unavailable, and who was scheduled as replacement coverage. If actual time is captured in another system, reconcile it with the schedule rather than treating planned assignments as proof of hours worked.

This matters for three reasons:

  • Billing support. Scheduled crew records help explain planned staffing on specific days and can be compared with verified time records.
  • Questions and disputes. Assignment and change records help reconstruct what was scheduled, while field or time records establish what actually occurred.
  • Future bids. When a similar project comes up in six months, you want to know what actually worked — crew size, rotation pattern, certification mix — so you can bid it right.
